  The reason I said that gifs may only be made by license was 
to be more encompassing than that.

  If you make the software that makes the gif, then you need a 
license.
  If you run a website which displays a gif made on 
non-licensed software, then the site needs a license.
  Unisys will get its money on the creation end, or on the display
end... but in the long run, everyone pays for it... kinda like
taxes.

  Hmmm... now take that statement and substitute Linux and Windows
for png and gif.  ;-)
