PictView can do this, but many types of images result in a much degraded
quality after being resized. The same would probably happen with any
other image processor.
How about just bringing the image up on an HTML page where the size is
specified by an HTML tag, do a print screen to make a BMP, and then simply
crop the resulting BMP with an image editor?
