tcpinfo.exe reads the WATTCP.CFG file in the current directory or
in the directory that the WATTCP.CFG environment variable is set
to. If WATTCP.CFG is not found, it uses bootp.

Perhaps you are running tcpinfo in the Arachne directory and it
is reading the dummy WATTCP.CFG file (with my_ip=0.0.0.0) that
Arachne has put there.

The Clarkson NCSA telnet/ftp clients work since the CONFIG.TEL
file is configured to use bootp when you install the APM.
