Well, you could try these steps :

* edit the SHELL statement in SYSTEM.INI from "SHELL=EXPLORER.EXE"
  to "SHELL=COMMAND.COM" (run MSCONFIG to do so )

* use the START command at the prompt to start programs
  (e.g START Netscape  to launch Netscape)
