Your problem is not with communicating with ISP servers.  PERIOD

If you believe that sort of drek, then it's easy to see why you can't
keep your webmaster under control and demand proper performance.

Whoever does your pages should be fired outright... they are trash, if
the flawed "you must have cookies" page is any example.  I couldn't
believe the code when it was downloaded.  IT WAS ONE SINGLE LINE, A PAGE
IMPOSSIBLE TO READ, TO FIND ERRORS IN, OR CORRECT with the format it is
stored in on *your* servers.

I broke it down into more proper lines simply so I could refer to the
message and find the e-mail address.

First:  I have cookies enabled.  They work, as sent from my browser via
my ISP to multiple servers around the world ... including Yahoo,
AltaVista, MSN, and numerous other major sites which send and utilize
cookies.

Second:  My ISP's servers have ab-so-lute-ly noth-ing to do with whether
or not cookies get sent or received.  My ISP's servers simply provide me
with a high grade link to the internet.  TO BLAME AN ISP'S SERVERS FOR
PROBLEMS IS IDIOTIC!!   They are only the first step in a multi-step
series of links between the code on your server and the browser software
on my PC.

Third: You are never going to solve YOUR problems with the flawed code
on your site [Your idiot webmaster probably doesn't even send test
cookies in his code -- more likely he uses some sort of javascript in an
attempt to ascertain what browser is being used to access your site, and
if the code doesn't find a browser which is "hard wired" into the code,
the User is sent to your all too inaccurate a much too flatulent "You
must have cookies" page] unless and until the blame is placed where it
belongs, the cretin who has been lying in his teeth to you is fired, and
someone semi-competent is put to work setting the page code for your
sight straight.

Fourth:  You can send this message to trash and ignore everything I'm
telling you.  It's no skin off my nose.  I don't do commercially
designed websites.  I don't need your site or your services.  My life
will continue on without my ever even noticing that I cannot access your
site, because I won't attempt to in future.  HOWEVER, IF YOU DON'T WANT
TO END UP BANKRUPT *AND* THE LAUGHING STOCK OF THE INTERNET COMMUNITY,
YOU SHOULD SERIOUSLY CONSIDER WHAT I'M TELLING YOU AND *DO* *SOMETHING*
ABOUT GETTING C-O-M-P-E-T-E-N-T WEBSITE DESIGNERS.

P.S.  Just another small hint about how your webmaster is lying to you: 
If you can get e-mail from an individual, and if that e-mail shows who
sent the mail, you don't NEED to ask the individual what ISP they are
using.
