It is a serious offence according to the statutes. The question of
whether it *ought* to be a serious offence is another matter. If it
is *I* who starts the virus and sends it to others, then I should be
punished. Blaming the victim is not an acceptable legal defense for
the perpetrator. Just because a woman is so stupid as to dress
suggestively and hang out along a lonely section of road while trying
to hitch a ride doesn't mean that it is perfectly OK to rape her.
No jury in this country is going to decide that she deserves it.

You may sue the perpetrator, or his parents or his guardians, whichever
applies, as long as there are no jurisdictional problems.

A far less expensive weapons delivery system for our enemies to deploy
against us would be a Rent-A-Truck or a U-Haul trailer. It worked for
Timothy McVeigh.

You are saying that viruses infect other computers. This is false.
The computer operators who have allowed their machines to become infected
with the viruses will infect other computers. What you have said is
equivalent to saying that guns murder people. This is also false.
People who mis-use guns murder people.

Gbill is the Culprit-In-Chief. Computer users are also to blame
because they are not forced to "sieg heil" and to goose-step
to the orders of the Culprit-In-Chief. Resistance is a quite
viable option for everyone. Any product or service that we don't
absolutely need may be most successfully boycotted.

Yes, just as if I were too dumb to be able to ascertain for certain
whether my gun is loaded. If you don't know how the gun works, and if
you are an adult whose IQ is above the moron level, then you are expected
to be smart enough to know that you shouldn't handle it unless you are
under highly competent supervision.
