No one in the Kingdom of Padua is commited to the Napolean Department
in the Mental Hospital. As a matter of fact there is no Napolean
Department there. Anyone who shows up claiming to be Napolean is
treated as an imposter and is turned away. People who say they have
seen cartoon characters in real life are told that they should go and
seek help from some Mickey Mouse organization. The Mental Hospital in
the Kingdom of Padua will not accept just ordinary clowns. This
institution is only for very serious cases, like people who aren't
happy, for example. You won't find any unhappy people in the streets
of Padua. The unhappys have all been committed to the Mental Hospital
where all of them will experience a most remarkable and speedy
recovery.
