Inability to browse CDROMs with long file names with DOS version of Arachne is a
limitation of DOS rather than Arachne.

Java support for Arachne requires an underlying Java, which is available for
Linux but not DOS. Java support for DOS Arachne would require somebody to
develop a DOS port of Java. Caldera apparently had intended to develop a DOS
port of Java but seems to have abandoned that project. Java likes long file
names. I think there would be a better chance of supporting Javascript than
Java in DOS.

With 40 GB hard drives costing less now than 40 MB hard drives in 1990, and
256 MB RAM price so low now, less than what 1 MB cost me in 1990, computer users
naturally move away from DOS. DOS was not intended to address RAM beyond 1 MB,
and FAT file system was not intended for many-GB hard drives.
