Yes, tilde toggles image loading. Also under Options | Performance and Preferences you have "Auto download inline images" checkbox. > Normally I get some images, but often, there is just a red rectangle saying > IMAGE. If the page does not contain any images, you don't know whether they are on or off. If it does, you can see images (or red boxes with "IMAGE" text if Arachne is unable to download or convert particular image for some reason) in ON state, or empty rectangles in background color, containing "IMAGE" text or the text specified in the page body in <IMG ALT="text"> HTML tag.
