And he's been explaining that if you are using a DOS box in Windows you can 
use a winmodem with DOS software.  Think about it, it means that Windows 
has already been present and loaded the software emulation required to run 
the modem.
To say, therefor, that you cannot use a winmodem in DOS is inaccurate.  You 
would rather say that you cannot use it in non-windows DOS operating 
systems.  You would say that such a modem, crippled as it is to be cheaper 
to produce and purchase, can only be used when windows has been loaded on a 
system although you can close down the explorer.exe which provides the 
windows GUI and use the modem in DOS v9.
Now then "mr.  know everything potty mouth," do you think you can step 
forward into adulthood and learn to speak to people as equals with 
respect?  Can you say "respect?"  It has more than four letters  and two 
syllables but then some of your profanities do too.  Learn it, and you will 
find the world is a much nicer place.
