I find that the arrow keys in Links work in very much the same way
as they do with the DOS text browsers Bobcat and Lynx386.  Since
I was already very well accustomed to using those browsers I didn't
have any problem at all in adapting to the ways the arrow keys work
with Links.  When I first started using Bobcat and Lynx386 I found the
learning of the use of the arrow keys very frustrating, but I caught
on after a while.  Once you get used to it you won't have a problem.
