The problem with using the BACKUP and RESTORE utilities included
with all (?) versions of DOS is that these utilities are not
compatible between different DOS versions.  For example, I cannot
use the BACKUP utility to back up my stuff on a mackine running
DOS 3.30 and then use the RESTORE utility to copy the same stuff
onto a machine running DOS 5.00.  If both machines were running the
same DOS version then the utilities would work.

I have encountered this kind of problem in my experience.  I don't
know if the various DOS manuals included with the distributions make
any mention of the problem.

The same kind of incompatibilities between different DOS versions
with regard to the BACKUP and RESTORE utilities probably applies
also to the same utilities included in different Windows versions.

If you had mentioned in your first post that you had tried to back
up and restore your stuff by using the BACKUP and RESTORE utilities
I would have recognized the most likely cause of your problem
immediately: incompatibility of the utilities between different
Windows versions.  I had thought most experienced DOS users were well
aware of the problem, and they would have supposed that the same kind
problem might apply to the Windows utilities also.

You can probably still restore your stuff, but you will likely find
that you can restore it only to a machine running WIN 98.
