Some people feel the need to have more than one email address--maybe
one for private purposes and another to give out commercially.

Other people don't have their own computers, maybe they use a family
computer shared by several people or just one at the local library
or at school and want to have their own mailbox.

Yes, it's certainly possible in some cases. It depends on what kind of
access the free provider gives you. Sometimes all you get is web
access. You need POP3 or IMAP access. Then you just point your mail
client at the address you want to get mail from.
