The problem is that a russian/albanian/china,.. spammer does not care much about the statues of your state. And there are countries were spamming is legal, because there is (yet) no law against it. You can try http://www.spamassassin.org . It tries to identify spam, and flags it accordingly, so you can filter/delete/whatever with it. Problem: It must be installed on your server.
