The URL posted by Gerald is the one for downloading PICTVIEW, version 1.94 for DOS, by Jan Patera. This is the program that I use most often for viewing and converting image files. I am aware of several other DOS image file viewers having names that are somewhat similar to the name PICTVIEW. I haven't tried using any of the various other similarly-named programs because I have always been very satisfied and happy with using PICTVIEW by Jan Patera. Maybe the other programs are very good too. I have never read any negative comments about the others.
