Because it is IMHO not possible.
Either you have a ps printer, and print the postscript output (only very
$$$ones can do that), or you use another program to print either the ps or the
screencapture.

Don't forget that windows is equipped with a centralized printing system.
You get a driver from the manufacturer, and every smallest windows programm can
trivially use it. It's a matter of calling a function.
Under DOS no such beast exists.
So you would have to write ALL drivers for ALL printers for EVERY application
from scratch.

don't overestimate the capabilities of a boot-loader (which was once labeled
operating system by a big company from redmond)
