That's almost certainly correct. But it isn't the job of Big Brudder to
know this. They rely on the advice of "consultants" to find out how to 
intercept email. And almost certainly those 'consultants" will have a 
vested interest in developing and selling some expensive software
to their biggest customer, the gummint!

They haven't heard of the old saying: "Never ask the barber whether you 
need a shave." <G>

Let's face it. The gummints main job is to spend the taxpayers money,
isn't it? 

And by buying expensive software they are at least keeping some software 
gurus employed.
