I thought (and someone can correct me if I'm wrong) that we were not
using the +1 voting consensus rule in the ARC community -- that we were
basically just assigning CC grants based on ARC membership. After
all, getting approved as an ARC member already means that the individual
has received some sort of acceptance from the rest of the community.
