So how many times have people suggested over the years that the case
management system might be benefited by being hosted on a SCM?  What were
the arguments against?  Or is the current system a SCM (of sorts)?

I ask because it occurs to me that it would be beneficial to have those
materials available outside the SWAN (we already have this in a sense, and
we know this requirement is partly met).  Were we able to have external
projects submit materials directly and without sponsorship, it occurs to me
that there must be version control and common tools for doing so.  As well
as a common interface for getting data out of the case repository for
purposes other than creating 1M+ pages for OS.o/projects/arc/*.

Thoughts?  If this has already been hashed to death, I'll leave it alone.
