For the records, this have been solved on IRC.
1. ArchLinux' sysconfdir is in /etc so actually /etc/courier/webadmin is the
   directory to look at.
2. make sure the directory is accessable for you httpd server. Also the
   password-file should be still 400 but owned by the http server. Out of
   the box apache runs as "nobody"

The standard password you find in the PKGBUILD. -> CHANGE IT!!!
