After some poking around, I seem to have figured out interwiki linking
(thanks to some friendly chap in #mediawiki).
You can see the result of it on the test wiki sandbox page.

Notice the "other languages" link on the left side. Currently the url
just points to itself...
Generally it works like this: you have a mediawiki install for each
language. They are called "projects". Then you create your interwiki
designations in the database, and if a user attaches the link in their
page, it shows up in the sidebar.
That is how wikipedia does it. They have en.wikipedia.org,
sp.wikipedia.org, etc.
There might be a way to kludge it all to fit into a single wiki, by
using a prepend to just modify the url...I will poke around a bit more.
