If libnotify is an official pkg it should not be in the AUR - that will
only cause confusion and hardly benefits anyone anyway. As far as I can
see the root problem has been clearly idenitifed and the solution given
above.
For some reason, the package is not in the db of the testing repo. But the
package is on the FTP, you have to download it by yourself from:
ftp://ftp.archlinux.org/testing/os/i686/libnotify-0.2.1-1.pkg.tar.gz
Then install it with pacman -A.
By all means try galago tho - the PKGBUILDs are excellent :D

I'm currently working with Christian Hammond on setting up a pacman
repository for the binary packages. I'll let the list know when it
happens.
Until then, you can find the PKGBUILD for libnotify (as well as the rest
of Galago) from our SVN repository (which is a hell lot easier to commit
changes to than AUR):
$ svn co http://svn.galago.info/trunk/packaging/arch /var/abs/local/galago
