Unfortunately, the article does not say exactly who is planning what. As always in the EU, discussion is kept away from the public (like with the recent "Big Brother" directive) and things are done as non-transparently as possible. I knew that the French were planning to abandon OSS, but the EU plans are new to me. Fortunately, even if the plans succeed, it will not work. Noone will stop using OSS, and noone can force them to do so.
