Ok, I am probably too late, but I'll answer anyway:

I set up an arch router recently and it was very easy: You need an internet 
connection (in my case
ppp), iptables and dnsmasq. That's it.

1) I wrote an article on the wiki on how to set up pppd for pppoe, but the 
setup is almost the same
if you use rp-pppoe or your ISP gives you your IP via dhcp.

2) I also wrote a wiki article about iptables, which gives you all the 
necessary instructions on how
to set it up for routing, just follow that wiki and you're fine

3) Set up dnsmasq as a dhcp/dns server. This is sooo easy, the dnsmasq 
configuration is
self-explanatory, took me 10 minutes to make it work.

That said, all the tools and instructions are there, have fun writing!
