Sometimes, (but this hasn't always worked) calling the program with all
the LC_CTYPE stuff helps.  In other words, say I need to read Japanese
in firefox and it wasn't working, ~sometimes~ calling it with

LC_CTYPE=ja_JP.UTF-8 firefox

might help.  I know there were problems with scim (a method used for
Japanese, but that's input, not reading) with QT apps, but I don't think
that would be the case here.

The above suggestion is a shot in the dark, actually, it seems as if
you're doing everything right.  However, some apps seem to not work with
Japanese for me unless I use ja_JP.UTF-8, although the majority will
work with en_US.UTF-8.

Hope this helps, but it really is a shot in the dark.
