Yes, that's the problem, the ATI drivers are not being loaded.

Did you do "aticonfig --initial"?

If you haven't, run that, and it will configure your xorg.conf to use
the ATI drivers.  Then do "aticonfig
--resolution=1280x1024,1024x768,800x600,640x480" replacing the
resolutions with whatever you want your resolutions to be.
