IMO, the best way to get involved is to start submitting new packages to the AUR. Get yourself a good rep there, and in due course you could apply to become a TU. If successful, you can then promote any AUR package you want (in practice, though, packages with decent votes) to the Community repo. And if you continue to dazzle, it's possible to move up from TU to Arch dev - just ask Phrakture or Iphitus.
