OK, I asked on tlug and two people quickly confirmed that ISO-2022 seems to be the standard and should be readable on any cellphone (and UTF-8 isn't, at least with many companies.) So, the next question is how to add the locale. It's around midnight here, so I'll google it tomorrow (as it's probably a handy thing to add to my page) or perhaps we should simply nag the Arch people to add it. (I know nothing about how that's done, and have NO idea if it's a trivial feature request or something very major.
