You are mis-interpreting the dependency part. What you say is true, but when for example qt-dependency LOCAL is at 1.2, and REMOTE is 1.3, and you pacman -S qt, and qt has as dependecy qt-dependency>=1.3, it will reinstall/upgrade qt-dependency.
