My understanding is that yes, under the GPL you are allowed to charge
for distribution of free software.

I personally would consider it fraud if you did not obviously show
that you can acquire all of this for free on http://archlinux.org
though.  I really don't want someone being tricked into purchasing
archlinux thinking they can't get it for free.  I guess the key here
is that as long as you clearly label it "ArchLinux", then it should be
clear they can download it as well.
