Part of the argument for this is for a non-VDSM node. We're already shipping base node images, and any uptake (whether internal or external) for another use may benefit. Not that we're currently doing it, but Neutron/Quantum explicitly recommend having an unconfigured NIC for tenant traffic, and a hypothetical Node+Nova+Neutron image would see a large benefit from a configuration key which allowed some NICs to be configured while leaving others (for GRE/VLAN tenant traffic) locked.
