pg_terminate_backend

is not that big a deal. It's a script that was written for postgres <= 9.1. 
From postgres 9.2 and up, procpid should be pid. I think in most cases, just 
ignoring this error is fine. You can also just change procpid to pid in this 
file and in databasecleanup.py (see the previous mails by Eloise Stancioff who 
ran into the exact same issue).

Thank you both for your help.  I have done as you have instructed and am still 
encountering the same error message about Django.  In addition, I have noticed 
two other issues:

1. If I view Arches in IE prior to uploading the package, the map is frozen.  I 
am unable to zoom or navigate to a different area on the map.  The pointer 
still registers the longitude and latitude however when I move it.

2. During the install_arches_db step, I have noticed the following error 
message appear after entering my password (postgis) for the first time:

that you were getting (Django.db.utils.ProgrammingError: more than one row 
returned by a subquery used as an expression).

I just pushed a fix the issue, so if you follow the steps Alexei outlined, your 
install should be okay.

5. Build.bat (C:\arches-web\arches-arches-0fa28331b4fc\archesproject\build)


When I check the browser, everything is working fine with no data showing.  So 
next we:

1. Turn off the server

2. Install_arches_db.bat 
(C:\arches-web\arches-arches-0fa28331b4fc\archesproject\build)

3. Runserver.bat (C:\arches-web\arches-arches-0fa28331b4fc)

4. Build.bat (C:\arches-web\arches-arches-0fa28331b4fc\archesproject\build)

5. In settings.py (C:\arches-web\arches-arches-0fa28331b4fc\archesproject)
Change:
INSTALLED_PACKAGES = (
    # entries here should correspond to folders within the packages directory
    'cds',
    #'fileupload',
)

6. In settings.py 
(C:\arches-web\arches-arches-0fa28331b4fc\archesproject\packages\cds)
Change:
LOAD_TEST_DATA = False

7. Install_packages.bat

It is at this point that I receive an error:
