The current metadata file structure is a set of Properties which contain key-value pairs. * Should use separate files for storing WS-Policies and other metadata that contain XML structured content. Then the property file will refer to this file location using a special notation as the value to denote that the referenced content should be returned instead of the actual value. JAX-WS webapps will need this. * Decided not to call this as unified metadata api instead simply say metadata api. * Using factory pattern to retrieve the per-tenant metadata managers.
