1. Currently in Service metadata, we just copy the service XML and change
it
2. In Web app metadata, we have created a name value pair based model

I think our goal is to move #2 also to #1 and use name value based model
everywhere eventually
I have my misgivings whether we endup creating a new service.xml format.
 OK for now, but need to think what we do for other artifacts etc and end
up with one model eventually.
