Yes. With C5 APIM we will have per tenant gateway, store, publisher,
keymanger etc.

My concern is practical issues with adding these intelligent into current
Load Balancers ( not all loadbalancers support extendibility ). And people
can used deferent loadbalancer with their preferences.
