In the current implementation we can maintain multiple emails as multiple
claims like work , primary (etc.) and in that case we can associate those
emails with a state verified  or not. ATM we don't allow to use multiple
emails for the individual email claim and we have captured it an other user
story, but in that case we don't have a way to associate above state for
each email. For a user who concerns about the verified/unverified state of
every email, can maintain those emails as multiple claims.

We have captured this requirement in a separate user story. So the user can
select a primary email and the system forces to verify the primary email.
But if he did not and there is a verified email address we switch it as the
primary email from our implementation. If there are multiple verified
emails we set the first verified email address as the primary email.
