First a disclaimer: I'm neither a lawyer nor a copyright expert.

I would think that AAT subject records would ideally link to their licensing 
statement<https://urldefense.com/v3/__https:/www.getty.edu/research/tools/vocabularies/obtain/index.html__;!!PTd7Sdtyuw!GZLGhAwsDpV2_kRkpCd3g6jT6wjtIePc9CcN07PHm8mhXTQGevSUq1_tUioaw3Zp$>.
  It's of less importance than making sure an institution's own description has 
clear rights declarations, but it seems like it could be helpful for systems 
outside the GLAM world which may not inherently know that AAT data can be 
reproduced.

As a side note, I also want to be clear that while DACS requires metadata 
rights to be declared, it does not have to be done using the ArchivesSpace 
Metadata Rights Declaration subrecord.  That's just a good way to make it 
machine-actionable in a way that a statement on the PUI footer (which complies 
with the DACS requirement) is not.

The longer answer is that the only reason this is the case is that "DACS does

  If it did, TS-DACS would have made the rights statement a requirement for 
subject authorities when it was introduced.  In my view, there is no downside 
to including such declarations in subject authority records.
