governmental transparency and information provision, citizen engagement, 
and social accountability in developing countries.

Dr. Jennifer Shkabatur is a consultant on information and communication 
technologies (ICT) and social accountability at the World Bank. She has 
worked on projects of open government, open data, ICT-enabled citizen 
engagement, and interactive community mapping in Brazil, Chile, Kenya, the 
Philippines, Russia, Armenia, and Belarus. Jennifer received her doctorate 
and master degrees from Harvard Law School and she is also an assistant 
professor at the IDC, Herzliya


Benny Daon, Founder of the Public Knowledge Workshop ("Hasadna") will offer 
overview of developments in Open Government in Israel.

The Public Knowledge Workshop is a volunteer-run, non-profit organization 
devoted to liberating government data to further the democratic processes 
in Israel. Since 2012 they have hosted the Open-Knesset and the Open-Budget 
projects and are working on several more.
