John, A request from an agency of government other than the original delegating agency may not take priority over the practice of the original delegating agency, continued through delegation to another entity.
A request is not improved, or worsened, by originating from any other public agency, it must be consistent with the broad contours of policy, not merely reflective of specific agency experience, and of a scope that reaches to all potential allocations, independent of the nature, or purpose of future allocatees. The request appears to be overly broad on its face. This is not a novel aspect of law enforcement agencies.
