ARIN will seek that you return the additional address space or transfer it to 
another party
(via NRPM 8.3/NRPM 8.4) as part of the approval of your NRPM 8.2 restructure 
transfer.

This is effectively what ARIN Hostmaster indicated to you, and what I attempted 
to convey
(perhaps unsuccessfully) in my earlier comments.
