I support. I would want to make sure that someone who needs more than a /24, could still get what they need immediately rather than only getting a /24 (as long as what they need is available). I have worked with several entities that are single-homed, and are using a /22, but need a /21, or are using a /23 and need a /22. They are all unable to get additional space form their upstream. Allowing them to get what they need from ARIN would allow them to return the old space to their upstream. It would benefit all.
