This would apply not only to IPv4, but to IPv6. While the IPv6 pool is slowly diminishing, I don’t think it is doing so to such an extent as to support your concerns.
In the case of IPv4, I believe the IPv4 pool will more than likely be gone before this policy would be implemented, so I think that considering this in an IPv4 context is not all that useful.
