Does anyone actually think globally coordinated policy on this topic will
go anywhere?  Seems like a dead end to me.

If you're concerned about the complexity of 2015-5, there is also
ARIN-2015-6: Transfers and Multi-national Networks, which while only
addressing a subset of the problem may be "good enough"...
