I was sent a question in regards to this email directly instead of to the mailing list. I felt it was appropriate to respond here.
The question in a nutshell was how does 2016-7 make it "easier". 1) Limited to non-profit and university. Expanded to non-profit and equivalent, and any accredited educational institution. 2) Removed the 100 percent volunteer requirement. 3) Moved to ISP instead of End-User, as the fee structure has been changed to nearly identical, the change would have the benefit of allowing the organization to SWIP records. 4) Changed the requirements to 50 assignments over 5 years. I would be happy to change that to 100 users over 5 years or anything else that would be a simple test. I drafted the text with the intention of having discussion with the community and expected the text to be adjusted. The change in 2016-6 had no meaningful impact to the usefulness of Community Networks. T The purpose of 2016-7 was to significantly reduce the red tape requirements with Community Networks. I believe that without this kind of policy Community Network's will never get used given the onerous requirements. If anyone feels that the AC should not abandon this proposal at their January meeting, please speak up.
