   Alas, the only “advice” that I can provide will be based upon the adopted 
policy
   in the NRPM and accompanying policy discussion in PPML during the policy
   development process.    

   As best as I can discern, the intent of the current policy is to provide 
that 
   address blocks of “significant" size which are reassigned will have accurate 
   technical and abuse contacts, while also respecting the need for residential 
   privacy in the case where the street address or postal code would be allow 
   for personal identification.
 
   To the extent that ISPs are attempting in good faith to follow the existing 
   policy regarding registration of reassignments, ARIN will consider such 
   efforts compliant. If the community wishes specific outcomes for particular 
   scenarios, then it will be necessary to provide additional policy language
   which covers those cases.
