The problem statement of this draft policy identifies a theoretical problem, but provides no evidence that there is an actual problem in practice. Further, the proposed solution penalizes both good and bad actors within a region indiscriminately and probably disproportionally as well. As such without strong evidence of an actual problem and without any understanding of the efficacy of the solution in practice, I cannot support this draft policy as written.
