Which leads to the question as to why… a policy proposal to allow for outbound transfers as well as inbound in those regions would render this policy moot. Is there any sense of the appetite for such a proposal in either region, or would it be perceived as having the potential to result in even more IP space leaving those regions (due to deeper pockets in the transfer market in other regions)?
