A suggestion would be to put this in its own subsection and reuse the text in 
4.2.3.8, removing the 36 months and adding allocation/assignment. Reuse of 
language is helpful as the language has already been vetted.

4.1.8.3 IP allocations or assignments issued through 4.1.8 are non-transferable 
via section 
8.3<https://www.arin.net/participate/policy/nrpm/#8-3-transfers-between-specified-recipients-within-the-arin-region>
 and section 
8.4<https://www.arin.net/participate/policy/nrpm/#8-4-inter-rir-transfers-to-specified-recipients>.
 In the case of a section 
8.2<https://www.arin.net/participate/policy/nrpm/#8-2-mergers-acquisitions-and-reorganizations>
 transfer the IP allocation or assignment must be utilized for the same purpose 
or needs based justification at a rate consistent with intended use.

I assume this is moving forward and doesn’t affect blocks previously provided.

Too weak.

"Organizations holding number resources issued through 4.1.8.2 shall be 
eligible to transfer IPv4 addresses to another organization only as allowed by 
section 8.2."
