I am opposed to this proposal.
There is no more IPv4 available, and I think that it is wrong to allow
these resources to be assigned to these people, simply because they
happened to be on the list at the time the waitlist was struck with fraud.
I personally think that all returned space should instead be placed into
the 4.10 pool. It is wrong to give this space to those who are making no
effort to move to IPv6, which is the clear future of the Internet. The
4.10 pool has a built in IPv6 requirement, and those that think they will
be rescued from adopting IPv6 by some future protocol are not acting
rational. IPv6 has taken many years to reach its current level, and it
will be hightly unlikely EZ-IP or any other means will displace it.
I also do not like those that have sent their customers to this list to
lobby for receiving this space instead of the "new entrants" to up the
count of those that are in favor in an effort to promote adoption of this
proposal.

What is the justification to give some organizations who already have some
reasonable space to work with, more space in current times ? I see this as
privileging few rather than been equalized to all others.

As a Regional ISP, we live and breathe on IPV4 allocations and responsible
allocations to our customers. I am impressed by the tremendous response
of colleagues, partners, employees, customers, and competitors of Stratus
in reaction to this. That tells me that they all had the same reaction
when they were advised of the situation, disappointment, and dare I say
some outrage.
Equally, I am impressed that ARIN staff responded so quickly, and they look

that it has achieved as a fair and equitable manager of such a constrained
