Unfortunately there is way too much political correctness in the sense of 'leaving people free to choose to do it whenever they feel like without any penalties', but at the same time is forgotten that nobody exists alone in the Internet ecosystem and that certain decisions worse the problem to everybody else.

The most extreme example is if that person was the very last IPv4 ONLY network operator. They then complain that their network has been made useless because everyone else decided to finally turn off IPv4 for lack of use by everyone except that operator.  At that point the remaining operators of the world would consider the costs of keeping IPv4 in place just to contact that one remaining operator to be excessive.

Would it be reasonable for that operator then come to ARIN to suggest the establishment of an IPv4 requirement for all ARIN members, otherwise their network is no longer useful for communication?  That answer seems clear to me: NO

Maybe some day we might get close to this goal.

But seriously? First of all there are those who have no business need to move to IPv6, where IPv4 is all they ever will need, so you can understand that it will be low on their priority list....

I do not buy any "business case" arguments. If an org is irresponsible enough to ignore IPv6, that org should be left behind to fail or eventually get a wake up call. The internet is not a static thing. It changes, it evolves. Adapt or perish.
